The Community Safety and Policing Act, 2019 (CSPA) came into force on April 1, 2024, replacing the former Police Services Act. The CSPA establishes the legislative framework for policing and police governance in Ontario.
The Sudbury East OPP Detachment Board was established under section 67 of the CSPA and Ontario Regulation 135/24. The Board provides civilian governance in relation to the policing provided by the Sudbury East Detachment of the Ontario Provincial Police in the municipalities of French River, St.-Charles, Markstay-Warren and Killarney.
Role of the Board
Under subsection 68(1) of the CSPA, the Sudbury East OPP Detachment Board shall:

consult with the Commissioner of the Ontario Provincial Police regarding the selection of the Detachment Commander and otherwise participate in the selection process in accordance with the regulations;

determine objectives and priorities for the Detachment, after consulting with the Detachment Commander or their designate, provided those objectives and priorities are consistent with the strategic plan prepared by the Minister;

advise the Detachment Commander with respect to policing provided by the Detachment;

monitor the performance of the Detachment Commander;

review reports submitted by the Detachment Commander regarding policing provided by the Detachment; and
-
on or before June 30 of each year, provide an annual report to the participating municipalities regarding the policing provided by the Detachment in their municipalities.
The Board’s role is one of civilian governance, priority setting, advice and performance monitoring. The Board does not direct individual OPP officers or make decisions concerning specific investigations or day-to-day police operations.
Board Composition
In accordance with Ontario Regulation 135/24, the Board is composed of seven members:

one member of municipal council appointed by each of the following municipalities, for a total of four members:

Municipality of French River;
-
Municipality of St.-Charles;
-
Municipality of Markstay-Warren; and
-
Municipality of Killarney;

two community representatives, jointly appointed by the participating municipalities, who are neither members of a municipal council nor employees of any of the participating municipalities; and
-
one member appointed by the Minister of the Solicitor General.
